Turn the Dial to 4, 1, Then 4
On the upper level of the Observatory in the Golden Ridge, you’ll find an orrery with an apparatus that has three dials that can each be set to 1, 2, 3, 4, or 5.
To solve the Observatory puzzle, set the first dial to 4, the second dial to 1, and the third dial to 4. A hidden door will then open on the wall beside the apparatus.
Order Initiate Scavenger Hunt Puzzle Rewards
Bits and Pitchball Card
Behind the hidden door, there is a container that contains 1,343 Bits and the Pitchball Card: Feargus Urguhart. Collectible cards such as this one give a permanent bonus to your stats.

I was wondering how to do it and realized i opened right when entering the observatory. If you have your observation perk high enough your character will notice the hidden brick door and you can skip the puzzle
