Go to Golden Ridge and Unlock The Oracle Weapon Container
The Oracle can be acquired by dealing with Seer Landon Wiley in Golden Ridge, either through pickpocketing to get Abbot's Universal Key or using your Mag Picks (Lockpick 12) as an alternative. Head to the weapon's glass container afterwards to acquire it.
