    I'm not sure what the trigger is, but after completing "Friends IN High Places", the gadget will just be in the Dr. Bryant's Lab, on a counter with a note titled "NOTES ON THE SHIELD GADGET"

    If you try to do this after completing the Vox base you won't be able to get the quest and will have to buy the gadget from Delphine for like 1600 bits. The Marshall will still direct you to her as if you can do the quest, but you just won't have an option to do it for her.

    If you have Science 4, you can ask can the catalytic amplifier be emulated, which leads to the option to use Auntie Cleo ad holo projector.
