The Plasmatic Helmet can be obtained by killing and looting Ruth Basar during the Head Games of the Marketing Maven faction quest, located in Laplace’s Garden on Cloister.

This faction quest is only available if you side with Auntie’s Choice and hand over the Archive during the A Complication with the Computronic Cerebrum main quest.

Choosing to side with The Order of the Ascendant or unite them with Auntie’s Choice will make this quest missable.
