How to Get Hugging Vest

Found From Excogitation Chapel

The Hugging Vest armor can be found on a table on the second floor of the Excogitation Chapel, located in the eastern part of Cloister.

The chapel’s entrance is locked and requires either the Chapel Keycard or a Lockpill Skill of 17 along with a Mag-Pick to open.

The Chapel Keycard can be obtained from killing and looting Buckshot Bill's corpse. You can obtain his bounty, the Frozen Pursuit of the Frosty Fugitive task, in the Laplace's Garden Outskirts, located in the western part of Cloister.
