Purchased From Lonely Automech Gift Shop

The Black Hat Location

The Black Hat helmet can be purchased from the Vendor Mech at Lonely Automech Gift Shop located in Tranquility Substation - Maintenance Level, within the Greater Tranquility Station.

You’ll come across this location during the Fiends in High Places main quest. The Black Hat is a missable helmet, so make sure to purchase it as soon as possible, as you won’t be able to return to this location later in the game.
