The High Security Lockbox containing the Tactical Trajectile Defense-Dome helmet can be looted from the first floor of the Ministry of Accuracy in Paradise Island
You’ll come across this location during the A Refreshing Bit of News side quest, which is part of the The Saboteur of Paradise main quest.

With the High Security Lockbox in your possession, the Tactical Trajectile Defense-Dome helmet can be obtained by unlocking it inside Incognito.
To unlock it, you’ll need 5 Advanced Decryption Keys, which can be acquired as loot drops or earned as rewards from quests and bounties.
If the Tactical Trajectile Defense-Dome doesn’t appear as the current reward, you can press the switch on the left side of the lockbox to browse and cycle through available rewards until it shows up.
