You Can Touch the Wolf's Tail is a Trust Commission for Lycaon. The quest can be unlocked once Lycaon is about to level up his trust to Close.

Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Lycaon Trust Event and Best Answers
The Commission appears when Lycaon is about to rank up her Trust Level to Close with the Proxy.
The Commission will appear in the schedule and can be selected.
Accept the commission via the Schedule. The Commission will only appear if Lycaon's trust level with you is about to rank up to Close.
Head over to Lumina Square and meet with Lycaon. He will be located outside of 141 Convenience Store.
After the kid goes away, Lycaon will leave but will be back after a while. Find him in front of the Pharmacy at Lumina Square.
Lycaon will leave after talking to him in front of the Pharmacy. You can find him next in Lumina Square talking to Old Duyi at the Physiotheraphy Studio.
After a few dialogues, Lycaon will ask you to take a picture of his newly refurbished tail. Grab your camera and aim it at Lycaon's tail.
Give the photo to Lycaon and finish the commission after a few more dialogue options.

The dialogue choices you make in You Can Touch the Wolf's Tail don't matter as after this commission, Lycaon's trust level will upgrade to Close.
Completing You Can Touch the Wolf's Tail commission will upgrade Lycaon's trust level from Friendly to Close.
