The Midnight Pursuit is Chapter 3 of Zenless Zone Zero's main story.
After clearing Chapter 2 Interlude, you'll need to raise your Inter-Knot Level to 34 during the Intermission to unlock Chapter 3. Reaching it will allow you to continue the main Story Commissions.
How to Raise Your Inter-Knot Level
Clear the Strange Messages commission from the previous chapter to start Chapter 3.
Lycaon will message you and ask you to go to Ballet Twins. Introduce yourself to Ellen, Rina, and Corin. Return to Random Play and speak with your sibling to unlock the next commission.
Access the HDD to complete the Ascending Dance Commission.
You'll need to raise your Inter-Knot Level to 36 to proceed to the next part of the chapter.
How to Raise Your Inter-Knot Level
After clearing Ascending Dance, Koleda's Agent Story will become available at the Video Archive.
Once you've reached Inter-Knot Level 36, contact Lycaon with Belle/Wise. You'll receive the Story Commission called Footprints in Darkness where you must restore the power supply to Ballet Twins.

Talk to Victoria Housekeeping near the Ballet Twins after completing the previous commission to discuss your next objective and to check up on Ellen. Return to Random Play and discuss the operation with Belle/Wise.
The Saving Hacker Rain Story Commission will become available. Complete it and then meet Rain to end Chapter 3.

the biggest issue with this game is when it randomly decides you have to level up your account before you can continue the story, it's like if you were watching a show and you have multiple filler episodes in a row but you can't skip them... wouldn't be an issue if it didn't happen halfway through the damn quest, but luckily it'll stop being an issue at some point, otherwise i'd probably reconsider actually playing this long-term
