This build maximizes Billy's damage output when he uses his Ultimate after using his Chain Attack for heavy burst damage and consistent damage through his Basic Attacks afterward.
Puffer Electro supports this burst playstyle further by providing an ATK boost after using Billy's Ultimate, making his Basic Attacks and Special Skill deal more damage.

Billy's damage as DPS comes mostly from his Basic Attack, so aim to upgrade this first. If you have extra materials, go for his Chain Attack as he can spray a decent amount of AoE damage around him with his Ultimate. Lastly, upgrade his Core Skill when able.

Holding down Billy's Basic Attack makes him use Crouching Shot, where he deals damage while standing still. Use this frequently since it synergizes with his Core Passive, where it increases his DMG dealt during Crouching Shot.
However, keep in mind that Billy will lose the DMG bonus if he gets knocked back or interrupted. It also does poorly against mobile enemies.
Billy's Basic and Special Attacks only go in a straight line, so they have a hard time hitting multiple enemies. Utilize his Dash Attack and Ultimate when you're facing a group of enemies since they both deal AoE damage.

Billy can do a lot of burst damage thanks to his Core Skill which increases the damage of his Ultimate by 50% if he uses it after his Chain Attack. The buff can stack twice which allows his Ultimate to do massive burst damage.
This combo allows Billy to do a ton of damage in a short time before following it up with consistent damage from his Basic Attacks into Crouching Shot. This playstyle gets amplified even more if you use the Puffer Electro Disc Set.
Billy's Assist Skill is Evasive, meaning you can use it to dodge certain attacks that would otherwise hit your active character. Use this when Billy is on standby to easily dodge attacks.
