What is the Metropolitan Order Division?
Upcoming New Eridu Public Security Faction
Metropolitan Order Division is a group within the New Eridu Public Security (NEPS) similar to the Criminal Investigation Special Response Team. This time, instead of a team, it's a whole division within PubSec.
Not much is known about it other than that Cissia is a confirmed member and Severian is likely its head.

Commissioner - Severian
While Severian's playability is unconfirmed, he's likely to be the head of the Metropolitan Order Division since he's Cissia's boss. Severian is also Seth's older brother and a Commissioner within PubSec. If he's ever playable, though, he's likely to be in a future version!
Case Specialist - Cissia
Cissia is a Case Specialist in the Metropolitan Order Division and seems to be a shifty character. During the Season 2 Interlude - Encore For An Old Dream Main Story Quest, she loaded all her tasks on the Proxy.
She's also incredibly scared of someone telling her off to her boss, Severian, or other PubSec Officers like Zhu Yuan.
