To encounter Soukaku on Trust Events, Proxies must first have Soukaku on their agent roster. Soukaku can be obtained for free by completing the Third Node on Shiyu Defense's Stable Node.
Soukaku can also be pulled any time from Signal Search banners. For version 1.4, Soukaku is currently on rate-up on Miyabi's banner, Honed Blade of Reflection.
To meet Soukaku, Proxies must also complete Chapter 5 of the Main Story, A Storm of Falling Stars.
Chapter 5 - A Storm of Falling Stars
Complete Soukaku's Trust Events to increase her trust! Note that you need to increase trust with Soukaku more before you can see her more often in the neighborhood.
Invite Soukaku by chatting with her or get invited by Soukaku instead to hang out. Choose the correct answer to increase more of her trust!
After reaching Trust Level 2 - Friendly with Soukaku, spend time with her and complete her Wish Events during a Quality Time Event.
Completing Soukaku's Wish Events for the first time will increase Soukaku's trust and give out rewards like Polychromes!
