After clearing Chapter 2, you'll receive a message from Roland to meet him at Scott Outpost. Go there and talk to him to unlock Routine Cleanup.

Go See Ophelia at the Outpost

Return to Scott Outpost after resting to meet with Ophelia. She will unlock the Notorious Hunt feature.

Once you complete the requirements, Path of the Proxy II will be unlocked as a commission. Clear it to raise your Reputation Rank and to raise the character level cap to 40.
