The Expert Challenge bosses affected by Burnout are specifically aligned with the exclusive S-Rank characters of the current patch as Proxies will need their drops to upgrade these Agents.
As of Phase 1 of Version 2.4, the exclusive S-Rank characters are Dialyn and Hugo.

Simply put, Burnout is a mechanic in ZZZ in which Expert Challenge targets yield double rewards even after just a single fight. Proxies may be able to use this new mechanic to farm for Core Materials faster.
Burnout only affects the Expert Challenge bosses whose Core Materials are needed by the currently featured S-Rank characters.

Every 21 days, Burnout will reset and change which Expert Challenge bosses it can affect. In this season, Miasma Ravager Avarus and the Hans - Energized are the Burnout targets.

Do keep in mind that engaging Expert Challenge bosses in Burnout Mode also requires twice the amount of Battery Charges. Normally, Expert Challenges require 40 Battery Charges. In Burnout Mode, one fight will use up 80.
However, Proxies may turn Burnout Mode on or off depending on how they wish to manage their Battery consumption.
