Burnice's rarity was not revealed in her agent announcement. Based on the order from the previous agent announcements, the second character announced is likely an A Rank Agent!
For Version 1.1, Qingyi and Jane Doe were eventually revealed to be S-Ranks during the 1.1 Livestream. So, it is highly likely that Caesar and Burnice are upcoming S-Rank characters!
Burnice White is a member of the Sons of Calydon, a faction operating outside of New Eridu in the Outer Ring.
Based on Burnice's announcement, she is a sociable person and seems to be good at making drinks as mentioned by Caesar King, the Sons of Calydon's leader.
Burnice was first shown in the Zenless Zone Zero Official Release Trailer! The other characters will likely become playable.

"Based on the order from the previous agent announcements, the first two characters announced before or during a patch are S-Ranks Agents." This logic is a little wonky since Seth was announced before Jane and he's A-rank. Having said that, Burnice has already been confirmed as S-rank on Korean ZZZ (presumably by accident since there's no EN confirmation yet).
