For this free-to-play team, you can use the Cunning Hares trio but replace Billy with Hugo. Use Anby and Nicole to stun and debuff the enemy, respectively.
Once you have another Stun Agent, replace Nicole with that Agent as soon as you can to activate Hugo's full ATK buff.

Hugo's Core Skill encourages you to use two Stun units in his team. Lighter and Lycaon are Hugo's two best squad members since they can help decrease enemy RES and increase the DMG on stunned enemies.
You can use any Stun Agent for alternatives but do keep their Additional Abilities in mind. Dialyn is one of the top choices if you're looking to substitute either Stun squad member since Attack Agents can easily take advantage of her buffs.

When the Finishing Move of EX Special Attack: Soul Hunter - Punishment or Ultimate: Blaspheme hits an enemy while they are Stunned, it triggers the Totalize effect, increasing the DMG Multiplier of the skill's Finishing Move by 1,000%. Additionally, the Totalize effect further increases the skill's DMG multiplier based on the remaining Stun time of the enemy when triggered: for each remaining second of Stun time from the portion that is less than or equal to 5s, the skill's DMG multiplier increases by 280%; for each remaining second of Stun time from the portion between 5 and 15s, the skill's DMG multiplier increases by 100%. The total increase can raise the skill's DMG multiplier by a maximum of 3,400%. After Hugo triggers the Totalize effect, the enemy's Stunned state will immediately end. Hugo's main source of damage is triggering Totalize through his EX Special Attack, which can increase DMG based on how long an enemy has left when stunned.
After getting hit by Totalize, the enemy recovers immediately from the stun, but accumulates some daze and making them easier to stun again.

If his EX Special Attack is not available, you can also utilize his Ultimate to deal massive Ice DMG in general and also trigger Totalize on any stunned opponents caught in the combo.

To bring out Hugo's potential, you must bring a Stun or an Ice character for his Passive, which increases his ATK damage upon triggering Totalize on an opponent and his Chain Attack DMG in general.
Hugo heavily relies on enemies getting stunned and the number of Stun Agents, with the maximum ATK buff being activated with two Stun agents.

In addition to Hugo's ATK damage being buffed from Totalize, using a Chain Attack or stunning an enemy also increases his CRIT Rate and CRIT DMG, further skyrocketing his damage.
