Cement Mixer Modification Manual is one of the subquests in Cement Mixer. Complete this quest to unlock the next mission in the questline, Hands and the Art of Cement Mixer Maintenance.
Cement Mixer Modification Manual can be unlocked upon reaching Chapter 2 Intermission. Progress through the main story and reach the prerequisite chapter to unlock this commission.
Talk to a man named Kousaka. He happens to be located right beside where the Business Car is parked. Kousaka will ask if you can help him ask someone from Belobog Heavy Industries for help.
Li can be found across the entire map and is hard to miss as he is a big bear. Talk to Li about Kousaka's situation and he will give you a prompt answer.
Afterward, go back to where Kousaka was where you first found him, and tell him Li's answer. This is the end of the Cement Mixer Modification Manual City Commission!
