Go beside the 141 Convenience Store and talk to Scarlett and Parker. You will be asked what location is good to gather all the cats but it does not matter what you choose.

Go back to Random Play and rest to switch the time to evening. After switching the time, go to the location that you chose and you will see Parker's Dad with Parker and Scarlett checking on the cat. Talk to them to finish the commission.
