Go to the direction of the trash can and talk to Parker standing on the corner.

Wait for Evening and Go Back to the Trash Can

Go back to Random Play and rest on the sofa to switch the time to evening. Go back to the direction of the trash can and you will see both Scarlett and Parker. Talk to them to finish the commission.
