Go inside the bunker to go to the pumphouse which is near Finch Farm. Once in the pumphouse, you will see 4 buttons. The answer can be found on the wall under the staircase where you came from.

Most vendors should sell the ammo you need, but they may not always be in stock. You can also check containers and enemy corpses for any dropped ammo. Get the Scrounger Perk to increase the quantity of looting ammo from these containers. There is no crafting ammo in the base game of Fallout 4.
