Pip's empowered Pounce can only be obtained by following through specific steps. First is you'll need to evolve Pip. This is a necessary step as Pip's base form is locked into level 6 grids only. Once done, you have to complete the game, during this time, you'll amass star levels which will naturally increase Pip's grid past level 7 (will happen around 35 star levels). Once done, complete the game then re-recruit Pip again in NG+ or Continue+. The previously earned level 7 slot tech will now be replaced by Pip's Pounce +4

During the PS1 version, there is a bug that makes Pip's transformation revert to normal if the game has been reloaded after exiting the game. This bug has been fixed in the remaster which also essentially locks you out of the tech skill during your first playthrough.
