Recruit Zoah by Rescuing Riddel

Go to Termina's Bar (Another World)

After The Dead Sea, go into the back room of Termina's Bar (Another World).

Have Him Join You to Rescue Riddel

While in the back of the bar, talk to Viper to progress the story. Choose Zoah to rescue Riddel from the Porre Army.

What if You Choose Karsh?

If you choose Karsh, Zoah will join later on at the S.S. Invincible (Another World) after rescuing Riddel.

There is a chest in Zoah's room that Zoah says only he can open. To open it, proceed to his room in Viper Manor with Zoah in your party and he'll open the chest to obtain his Level 7 Tech Skill.

Zoah Story Explained

Mysterious Masked Deva

Little is known about Zoah's background. Throughout the story of Chrono Cross, Zoah is shown to be the powerful, reliable Deva of the Acacia Dragoons due to his muscular build and serious attitude.

His face was also never revealed and is probably the reason why his dialogue is always written in all-caps (to be heard despite always having the helmet on).

Even then, Zoah is a reliable ally, especially to General Viper as he aided him after Viper got hurt and offered to join Serge when Riddel got kidnapped by the Porre army.
