It is recommended to focus your first few turns with buffs and debuffs to strengthen your party as well as to soften the blow of Garai's attacks, especially since his attack stat is high.
Consider using Strengthen, Weaken, Eagle Eye, and Bat Eye to increase your damage and accuracy while lowering Garai's defense and accuracy.
Harle's Level 5 Tech Skill, Moon Shine is also recommended for this battle, as it buffs your party's physical defense at the cost of lowering your magic defense.
Garai's Tech Skills can hit like a brick, especially to Lynx and Harle.
Consider using Cure Plus or Heal All before ending your turn to make sure your entire party can take any attacks Garai will throw at you!

It is recommended to heal when your health goes any lower than 70 percent, as Garai's Tech Skills and normal attacks can deal massive damage to your party, especially to Lynx and Harle, who are Black-innates.
It is highly recommended to keep the health of your party in check at all times to be able to withstand any of Garai's Tech Skills.
