Given that the Innate Element Marcy is Blue, you can speed up the battle by using Tech Skills and Red Elemental attacks at the end of your combos.
If you have any Red Element characters like Kid, you can cast Turn Blue to her to bypass Marcy's Elemental advantage over Kid.
Marcy's Elemental Ability, Ice Blast, can freeze your party members, which can cost them a turn if inflicted by the status condition.
Be sure to keep your health up just in case she manages to spam you with the attack!
Once she's down on her knees, Marcy will cast Cure Plus which would heal about 10 percent of her HP.
It isn't something concerning since you can negate the restored health with a couple of attacks, so be sure to finish her off before she manages to pull another Blue-innate attack to your party!

It is recommended to heal when your health goes any lower than 60 percent, as Marcy's Cat's Cradle and Ice Blast can deal massive damage to your party, especially to Kid, who is a Red-innate.
Consider using Tablets or Cure abilities like Recover All before ending your turn to make sure you can take any attacks Marcy will throw at you!
You will pick up and learn a lot of Elemental Abilities and Tech Skills along the way, all of which are tied to specific Elements with respective weaknesses.
The key to Chrono Cross is understanding Elements and using its strengths and weaknesses to your advantage!
