How to Beat Water Dragon
Steal the Blue Plate First
Using Fargo's Tech Skill Pillage, make sure you snag the Water Dragon's Blue Plate drop, as this item is exclusive to the Water Dragon. It's worth noting that by equipping the Blue Plate, the wearer will be able to absorb any Blue Elemental attacks and gain health in the process.
Speaking of things you can take from the Water Dragon, you can also set up a Trap Element for the move Iceberg!
Exploit its Weakness to Red Elements
Given that the Water Dragon is a Blue-innate boss, you can take advantage of its weakness by using high-leveled Red Elements like Volcano, Inferno, or Magma Burst.
Likewise, other powerful Tech Skills can work as well, as the Water Dragon doesn't really have a lot of tricks up its sleeve.

General Tips
Heal Consistently
It is recommended to heal when your health goes any lower than 70 percent, as the Water Dragon's Tech Skills and Elemental attacks can deal massive damage to your entire party.
Consider healing before ending your turn to make sure you can take any attacks the Water Dragon will throw at you!
