After you get the boat and can travel all over El Nido, head over to Water Dragon Isle (Another World) and talk to the NPC wearing green to get the Sturdy Ribs.

Use Sturdy Ribs to Recruit Skelly

The Sturdy Ribs is one of the items required if you want to recruit Skelly to your team. There are a total of 6 bones scattered across El Nido and you need to get all of them to get Skelly.

Once you have all the bones, Skelly will leave your party but you can find him again in Termina (Another World). Go inside the house to the right of Viper's statues to trigger a scene. Afterwards, exit then enter the house again and talk to Skelly to recruit him.
