Officer Mewmew will ask you to help him figure out what a fierce Outer Ring Citizen meant by what they said. Next, go to the Upper Level using the elevator. Here, you will see a Fierce Bangboo on a sofa chair near a metal railing.

Solve Signal Calibration Puzzle

Interact with the Bangboo and you will be prompted to solve a signal puzzle to fix them. To solve it, wait until the green signal overlaps with the outer circle and then click. Do this multiple times to complete the tuning.
