To accept Big City, Little Ones - Part 1, talk to Mei who can be found near the dragon mural.

Take Photo of Securityboo

Afterwards, follow the blue star marker and talk to Securityboo. After helping an elder lady cross the street, Securityboo will allow you to take photos of it at work.

Give the Photo to Mei
