Fluffy Trouble can be unlocked upon reaching Chapter 2. Progress through the main story and reach the prerequisite chapter to unlock this commission.
The Fluffy Trouble commission can be encountered in the city after finishing Let's Go, Bro! and Mechanical Love.
You will get an objective where you need to level up your Inter-Knot account up to Level 26. During this time, you may encounter this commission.
Track the commission and go to the location where Scarlett and Parker are having their argument. Talk to them to start the commission. Talk to Parker again when prompted.
Go to the front of the cafe which is near the location of Scarlett and Parker. Talk to the Tin Master.
After talking to Tin Master, go to General Chop's shop and talk to him to collect information about the cat.
Go back to Random Play and rest on the sofa to switch the time to evening.
Go outside and go to the trash can near 141 Convenience Store where you'll see Scarlett. Talk to the trash can afterwards to finish the commission.
