1. Take The Tooth Breaker's Bounty Quest
Start the bounty by taking the poster from the bounty board at the Matsumae Residences in the Oshima Coast region. This bounty continues The Traitorous Raider, Mad Goro quest chain, which you complete as part of The Oni questline.
2. Navigate Your Way to Oyobe River
Oyobe River is located southeast of the Matsumae Residences. You can select The Tooth Breaker's bounty on the map to track it and the guiding wind will point you to the location.
3. Talk to the Injured Ronin
Once near the Oyobe River, roam around until you see a screaming ronin near the shore then talk to him. He is a bit incomprehensible but he tells you where the location of The Tooth Breaker is.
4. Navigate Your Way to Hakodate Shore
Hakodate Shore is located far south of the Matsumae Residences. You can select The Tooth Breaker's bounty on the map to track it and the guiding wind will point you to the location.
5. Help Mad Goro Defeat the Ronin
Once near Hakodate Shore, roam around until it says Mad Goro's House and confront him. The Tooth Breaker is indeed Mad Goro as a dentist. Atsu decided to help him as the previous injured ronin decided to kill Mad Goro. Take them down with Mad Goro's assistance and Atsu will let him go. Returning the bounty even if he is alive will still complete it.
