1. Complete More Bounties
You need to clear more bounties before Turtle Man Kamekichi's bounty shows up on the bounty board. If it still doesn't show up, try fast traveling to another location and return to Ishikari Market.
2. Take Turtle Man Kamekichi's Bounty Quest
Outside of the Ishikari Market, there is a bounty board alongside Kojiro the Bounty Broker. Interact with the bounty board and take Turtle Man Kamekichi's bounty alongside other bounties posted there.
3. Navigate Your Way to Nakagoya Spring
Nakagoya Spring is located northeast of the Ishikari Market. You can select Turtle Man Kamekichi's bounty on the map to track it and the guiding wind will point you to the location.
4. Follow the Fire Arrows Leading to a Cave
Once you are near Nakagoya Spring, go to the nearby river and start roaming until it says Abandoned Fishing Camp. Follow the fire arrows and defeat the enemies along the way that leads to the cave.
5. Cook Kamekichi a Salmon
Once inside the cave, Kamekichi is already seriously injured and asks for you to cook the salmon for him. Finishing the campfire and cooking minigame leads to his untimely death. Claim the mask near his corpse and return to Kojiro the Bounty Broker to claim the rest.

Inside a Cave East of Nakagoya Spring
East of Nakagoya Spring, there is an abandoned fishing camp. Once near the camp, follow where the arrows are being fired and enter the cave to meet Kamekichi.

How to Unlock
Ishikari Market Bounty Board
This bounty can be accepted once other Ishikari Plain bounties are completed. It will eventually show up on the bounty board once the condition has been met.
