1. Take Toshi the Torch's Bounty Quest
Outside of the Ishikari Market, there is a bounty board alongside Kojiro the Bounty Broker. Interact with the bounty board and take Toshi the Torch's bounty alongside other bounties posted there.
2. Navigate Your Way to Otaru Beach
Otaru Beach is located southwest of the Ishikari Market. You can select Toshi the Torch's bounty on the map to track it and the guiding wind will point you to the location.
3. Talk to the Soldier and Enter the Cave
Once you are near Otaru beach, go down the slope near the beach and continue roaming until it says Coastal Cave. Before entering the cave, a Matsumae soldier will talk to you.
4. Defeat Toshi the Torch
After talking to the soldier, enter the cave and fight Toshi the Torch. Having a torch in his name means that he always attacks with fire either with a burning stick or lighting his weapons on fire.
5. Escape the Cave
Once he is defeated, a cutscene will occur and more of his allies will come. Defeat them while trying to escape the cave. Clearing the area will end the bounty and the soldier will give you the reward personally.

A Cave North of Otaru Beach
Travel southwest from Ishikari Market until you reach Otaru Beach. Down there, roam around and look for a cave entrance. Inside the cave is where you can find Toshi.
