Shiro the Swindler Walkthrough
1. Complete Bounties in Ishikari Plain
Shiro the Swindler's bounty becomes available after a certain number bounties are completed in Ishikari Plain.
2. Talk to Kojiro to Get Shiro’s Bounty
Outside of the Ishikari Market, Kojiro the Bounty Broker will ask you to take his special bounty. Interact with him to initiate the bounty for Shiro the Swindler.
3. Navigate Your Way to Yokai's Nest
Yokai's Nest is located far north of the Ishikari Market. You can select Shiro the Swindler's bounty on the map to track it and the guiding wind will point you to the location.
4. Make a Deal with Shiro
Once near Yokai's Nest, continue roaming until it says Jigoku Fortress and see a campsite near the edge of the map. Investigate the campsite until Shiro shows up.
5. Infiltrate Jigoku Fortress
Shiro asks you to help him infiltrate Jigoku Fortress promising half of the wealth after they are done conquering it. Take his deal start eliminating enemies in within the fortress. Note that this area can only be unlocked by completing this bounty, and this is the only way to infiltrate the fortress.
6. Defeat Commander Kudo
Continue raiding the fortress until there is nowhere left to go. A cutscene will occur where Commander Kudo enters the area and challenges Atsu and Shiro. Defeat him and Atsu realizes that Shiro is already gone. He leaves a mask and the exact price of his bounty, essentially completing the bounty.

A Fortress at the Edge of the Map West of Yokai’s Nest
Head north of Ishikari Market until you reach Jigoku Fortress. Go around it to see a campsite to meet with Shiro.

Kojiro the Bounty Broker
This bounty can be accepted once every other Ishikari Plain bounties are completed. Speak to Kojiro the Bounty Broker to start the bounty.
