Visits When You Camp for the First Time
Taro the Scavenger can be found after you setup your first Camp. He will immediately arrive at your Camp and will offer to sell you items that can benefit your journey.
Do note that Taro the Scavenger tends to move around most of the time and does not have a static location. If you want to summon Taro the Scavenger again, you can open the Wolf Pack menu and select his character to Set Up Camp so you can immediately summon him.
Chance to Appear After Liberating a Camp
When liberating Yotei Six Camps, there is a chance for Taro the Scavenger to visit you after clearing the camp. This gives you a chance to buy new items and upgrade your Ammo Capacity without needing to worry about summoning him.
Appears at The Loss We Carry Quest
If you decide not to setup camp, Taro the Scavenger can also be found during The Loss We Carry side quest. This is a sure fire way of encountering Taro as you are required to retrieve a charm from him during the quest.
Appears near Onryo Altars
Taro also appears in front of unclaimed Onryo's Gift Altars found in all major Inns in the region.

Ammo Capacity Upgrades
Taro the Scavenger allows you to upgrade the Ammo Capacity of your Quickfire weapons such as the Metsubushi, Oni's Flame, Kunai, Bombs, and the Tanzutsu.
Keep in mind that these weapons can be upgraded up to Rank 4 with the right Resources and have different capacity values for each weapon per rank.
