Progress through and complete the quest Old Inn in Yotei Grasslands.

Buy From Ran the Bowyer

After completing the initial quest, you will unlock Ran the Bowyer as a merchant to buy Hankyu for 2000 Coins. You also unlock the possible upgrades for the weapon!
