Make your way to Mount Yotei, specifically in the Jade Grove and just a little ways west off Shikotsu Woods. Saito's goons will be waiting for you when you get there so brace yourself for battle.
Once the goons are eliminated, look for a lantern beside a trail that leads to a gap in a wall. Appraoch it and squeeze through it. Continue onward and follow the trail to the next gap you can squeeze through.

Squeezing into the gap will initiate a cutscene and you will immediately be led halfway up the mountain. Keep climbing until you reach the top of the cliffs where the house of Hanbei, the dual katana master, is located.

Upon reaching Hanbei's hut, search its interior and examine the katana on display. A cutscene will ensue of the two friends reuniting after years.

Follow Hanbei as he leads you to the training grounds. The first part of his training is chucking burning coals at you, and your job is to hit them precisely before they hit you.

The next part of the training is cutting down bamboo with only one hand. Try your best to pass this part of training, but do take note that you'll only have a couple of chances to succeed before Hanbei tells you to stop.
You'll likely fail the first attempt, and Hanbei will train your left arm overnight until you can try again. The next attempt will be significantly easier.

After the training with the bamboo, you and Hanbei will sit by the fire in retrospect, triggering a playable flashback. Play through it until you reach Atsu's home and the following cutscene finishes.

After the cutscenes, Hanbei will have you slice one final bamboo stack. Do so successfully, and you will unlock the dual katanas.

Hanbei will circle back to throwing hot coals at you, but this time, you'll be wielding the dual katanas. Hitting the coals will be easier this time as the dual katanas are much faster than wielding just one.
After the training, you will be given a tutorial on how to switch between weapons and which of them are effective against which enemies.

After a successful training, escort Hanbei back to his hut only to find it crawling with Saito's goons. The enemies here will differ in types to put your skills in switching weapons to the test.
Use the single katana against ordinary swordsmen, and the dual katana against slow brutes to gain an advantage. The final enemy will be a spearman, and you will be taught the Tempest Attack. Defeating all the enemies will play another cutscene, and the quest will conclude.

Completing the Way of the Dual Katana will unlock the Dual Katanas permanently as part of your arsenal!
How to Get the Dual Katanas

Along with the Dual Katanas, you will also learn its starting technique, the Tempest Strike.

Thanks to the several sessions of bamboo cutting, your Spirit count will also increase if you accumulate enough bamboo stacks successfully cut up to that point in the quest.
How to Increase Spirit

The Way of the Dual Katana is automatically unlocked upon completing the Prologue, killing the Snake and returning to Atsu's home.
