Infinite Shinobi Steel Glitch
There is a glitch still present in the current Version 1.008, where you can infinitely farm Shinobi Steel.
You only need to visit closed-off building south of Sentinel Forest, grab the Shinobi Steel then load to the last checkpoint or fast travel to the same location and and the Shinobi Steel should be there again despite keeping the resources you got.
Loot Buildings in Teshio Ridge
Almost all buildings in Teshio Ridge have Shinobi Steel inside them especially in towns or camps. For an example you find one inside the Sentinel Forest Closed-Off Building.
Kill Shinobi Enemies
Shinobi Steel can also be dropped by shinobi enemies. They always wear full white garb and is equipped with Kusarigama and other ninja tools such as kunai and smoke bombs.

Upgrade Weapons
Shinobi steel is mainly used as an upgrade material for all weapons like Dual Katana and Yumi.
