1. Eliminate All the Nine Tails in the Area
North of the Sarufutsu River near the edge of the map is a place called Soya Port, which is currently one of the Yotei Six camps. Simply go near the location and eliminate all the Nine Tails enemies.
2. Release the Prisoner and Conquer Soya Port
Once the area is cleared, go near the docks where the prisoner is. Release him, and he will reward you. After that, the area will be conquered.
Before you go, be sure to pay your respects to the Altar of Reflection to learn a new technique!

How to Unlock Soya Port
Go to Soya Port North of Sarufutsu River
You need to go north of the Sarufutsu River and enter Soya Port. It is an enemy territory, so to unlock this quest, you only need to visit the location.
