1. Take Shinpachi the Armor Thief's Bounty Quest
Inside of the Matsumae Residences, there is a bounty board alongside Kojiro the Bounty Broker. Interact with the bounty board and take Shinpachi the Armor Thief's bounty alongside other bounties posted there.
Get Shinpachi's Bounty When Liberating Kasuga Village
Another way of getting Shinpachi's bounty is to liberate Kasuga Village and Atsu will interrogate the last enemy before facing him. They will tell you who the leader is and you will get the bounty there.
2. Navigate Your Way to Kasuga Village
Kasuga Village is located southeast of the Matsumae Residences. You can select Shinpachi the Armor Thief's bounty on the map to track it and the guiding wind will point you to the location.
3. Eliminate All Enemies Inside Kasuga Village
Once near Kasuga Village, you must first eliminate all the enemies inside before you can face leader.
4. Defeat Shinpachi the Armor Thief
Once all enemies are defeated, you can fight Shinpachi alongside his allies. Defeat him and this will complete the bounty.

How to Unlock
Matsumae Residences Bounty Board and Random Encounter
This bounty is unlocked by default and can be immediately accepted at the Matsumae Residences Bounty Board or when conquering Kasuga Village if you did not see Inokichi the Hungry's bounty before.
