1. Complete the Hakodake Bamboo Strike
East of the Hakodake Mountains is a bamboo strike uphill. You can easily find this by fast traveling to one of Hana's Farms at Shipwreck Shoal and riding south.
Complete it, and a settler will talk to you, asking to inspect your blade. Accept the request to begin the quest. She will tell you about a ronin that will take your blade in the ashen trees.
2. Look for Ashen Trees South of the Bamboo Strike
Taking this as hint, go directly south of the bamboo strike and look for a campsite with ashen trees. You will see a settler there telling you to be careful of a ronin stealing blades but Atsu sees through it and he begins to run away.
3. Chase and Defeat the Ronins
Chase him down until more ronins appear. Defeat them and more will come. After the last wave, you will spare the ronin that steals blades and the quest will be done.

Complete the Bamboo Strike South of Shipwreck Shoal
Go south of Shipwreck Shoal and climb up a hill. You will see a bamboo strike. Complete it and the quest will start.
