The White Dye Merchant can be found near the Yotei River south of the Mount Yotei Shrine entrance in the Yotei Grasslands region.

The Crimson Dye Merchant can be found near the coastline of Stone Jaw Coast in Ishikari Plain. She will not be readily accessible on her boat. Light up her banner to signal her to come to shore.
