Visit your childhood home and go to your father's forge to the north. Given you have enough materials, you'll be able to upgrade your melee weapons here.

Ran the Bowyer is a character part of your Wolf Pack that can upgrade Atsu's ranged weapons. You can visit Ran by either setting up camp or finding her at her stall in Shadow Yotei Inn using the map.
