1. Speak With Heisaku in His Farm House
After freeing the Huranui Mill from Saito's men, go to the Daikon Farmer's House, located northeast of the mill, and speak with the Heisaku. He will give you 200 coins for capturing Inokichi the Hungry.
He'll offer you another job to cut down some bamboos in his field for easy coin.
2. Clear Out the Bamboo
Follow Heisaku to his garden and clear out the three bamboo spots growing in his field by attacking them. Follow Heisaku afterwards.
3. Defeat Saito's Men
Defeat all Saito's men who have just arrived in the area. It's best to sneak to the roof of a shed in front of you as soon as you gain control of Atsu and immediately assassinate a soldier, since Heisaku will be forced to give away your position due to being threatened by the enemies.
Speak with Heisaku after the fight, and he'll give you the 450 coins for doing the job he asked for earlier.

Clear Harunui Mill from the enemies and speak with the settler carrying wood on her back just past the entrance.
