| 1. Defeat Saito's Outlaws |
1. Defeat Saito's Outlaws to Get Traveler's Map
Once you reach the location of the side quest, you will see a Matsumae scout attacked by a Saito outlaw on a hill. Approach them to help the scout, after which more outlaws will appear. Defeat Saito's outlaws. Once you defeat the last outlaw, you will receive a Traveler's Map hinting the whereabouts of Saito's forces.
Note that there is a chance that you may obtain the Traveler's Map before doing this side quest. If that is the case, you will receive no reward for completing it.

How to Unlock A Fleeting Thought
Reach Jade Grove Northwest of the Riverfront Hideout
Go to Jade Grove to trigger the side quest. You may go here from the Old Inn. Once you reach the location, you will see a Matsumae scout attacked by a Saito outlaw on a hill. Approach them to help the scout and get the clue card.
