1. Confront the Ronin
After speaking with the Settler and spotting the ronin, follow him on top of the cliff to learn his intentions. Camp with him and he will tell you his story and explain why he is always on the look out.
He will then ask you to give the Family Keepsake to Mine in Ishikari Market.
2. Speak with Mine
Head to the Sake House and enter the house on the left in Ishikari Market. Talk to Mine there to give her their Family Keepsake. The quest will end after that.

How to Unlock The Sentinel
Speak with the Annoyed Settler in Ishikari Market
Speak with the annoyed settler on the right of the Bounty Board and left of Ran the Bowyer in Ishikari Market. He will tell you about the ronin on top of the cliff acting suspicious and immediately give you the rewards to deal with him.
