1. Examine the Arrow With the Note
Find one of Hana's Farms along Teshio River in Teshio Ridge. The arrow is located on the riverbank just on the other side of it. Once you get to it, examine it and read the letter attached to it.
Atsu will hint that the arrow must have shot from somewhere nearby. Set off to find the note sender.
2. Ride to Ran's Workshop and Kill the Nine Tails
Follow the river east and you'll come across Ran's Workshop located northwest of the Red Crane Inn. It is surrounded by Nine Tails shinobi who are seeking someone named Taizo.
Either kill them stealthily or face them head-on and defeat them in combat.
3. Search for Taizo and Use His Charm
Climb the house and make your way through the open window in the second floor to find Taizo still alive and hiding. More Nine Tails will be inbound, so use the Charm of Raining Arrows to eliminate them from the second floor.
Afterwards, climb down with Taizo and mount your horses.
4. Ride to Meet Ran
Ran the Bowyer will be waiting for you and Taizo, so ride to her while using the Charm of Raining Arrows to kill shinobi along the way without aiming. Once you arrive, speak to Ran and this will conclude the quest.

These are the list of rewards you can obtain upon completing the Secrets of the Heart.
The Charm of Raining Arrows enables Atsu to quickfire arrows using her hankyu directly at enemies without aiming. Do take note you cannot cause headshots when quickfiring arrows.
How to Unlock Secrets of the Heart
Examine the Arrow by the Banks of Teshio River
Ride to the banks to Teshio River in front of Hana's Farm and examine the arrow with a note attached to it. This will unlock this quest's clue card.
Alternatively, you can go directly to Ran's Workshop to start the quest.
