How to Get to Owl Mountain
Go Up to the Northermost Area of Teshio Ridge
To get to Owl Mountain, progress through The Kitsune main quest to access Teshio Ridge. You will need to gain more information about The Kitsune after battling with ronins through random encounters for an access prompt to appear on this region.
Owl Mountain is located right along the west side of Sarufutsu River, which is at the northernmost area of Teshio Ridge.

The Way of the Kusarigama
The Way of the Kusarigama can be triggered once you interact with Master Enomoto. By going through his training, you will be able to wield the Kusarigama as a weapon.
