1. Take Bear Man Chikatoshi's Bounty Quest
Outside of the Huranui's Rest Inn, there is a bounty board alongside Kojiro the Bounty Broker. Interact with the bounty board and take Bear Man Chikatoshi's bounty alongside other bounties posted there.
2. Navigate Your Way to Shizunai Woods
Shizunai Woods is located south of the Huranui's Rest Inn. You can select Bear Man Chikatoshi's bounty on the map to track it and the guiding wind will point you to the location.
3. Find a Corpse by Following a Blood Trail
Once near the Shizunai Woods, roam around until you find a blood trail that leads to a corpse.

To locate the corpse, roam around so that your marker on the map is on top of the name of the location, Shizunai Woods. If you are on top of the first word, Shizunai, orient yourself facing east on the map and run straight. If you are on top of the second word, Woods, orient yourself west on the map instead then keep running until you see either a blood trail or a corpse.
4. Defeat a Bear and Bear Man Chikatoshi
Examining the corpse results to a bear appearing behind you. Defeat it and Bear Man Chikatoshi will show up. Defeat him too and this will complete the bounty.

Bear Man Chikatoshi can be found in the center of Shizunai Woods. He will show up after investigating a corpse and defeating a nearby bear.
