1. Complete the Muneji the Bone Crusher Bounty
Black Powder Ippei's bounty will not show up on the bounty board when you are in the middle of conquering Saito Compound. Complete the Saito Compound first alongside the bounty for Muneji the Bone Crusher to start Ippei's bounty.

2. Take Black Powder Ippei's Bounty Quest
Outside of the Yotei Shadow Inn, there is a bounty board alongside Kojiro the Bounty Broker. Interact with the bounty board and take Black Powder Ippei's bounty alongside other bounties posted there.
3. Navigate Your Way to Windy Meadow
Windy Meadow is located southwest of the Yotei Shadow Inn. You can select Black Powder Ippei's bounty on the map to track it and the guiding wind will point you to the location.
4. Investigate the Cannon Barrage Nearby
Once you are near Windy Meadow, continue roaming until it says Hilltop Watchtower or when you see fire projectiles nearby. Go towards where the projectiles are fired and you will see Ippei shooting cannons alongside his allies.
5. Defeat Black Powder Ippei
Black Powder Ippei will immediately initiate the fight. He is a large enemy so attacks does not disrupt him often. Play defensively, eliminate his allies and defeat him. Return to Kojiro the Bounty Broker to claim your rewards.

Going southwest of Windy Meadow, you will come across an uphill full of fire and explosions. Investigate the scene and you should encounter Ippei and his men there.
