The quest starts outside Heimdall's Tower immediately after the View Above All quest.

Quest Walkthrough

No. Objectives Guide
1 Reach the Well of Urdr The Well of Urdr is located in the eastern outskirts of Asgard.
Use the mount located just before the bridge and use the Follow the Road feature to automatically navigate to the Well of Urdr.
2 Unseal the well Follow the green light towards the entrance of the Well of Urdr.
Tyr will meet you near the entrance of the Well of Urdr.
Solve the puzzle to unseal the well's entrance.

3 Collect water from the well Jump down and collect the water from the well below.
4 Exit the cave The undersea tunnel located deeper into the well leads back to the surface.
5 Speak to Loki Talk to Loki who is beside a tree as soon as you exit the cave.
The quest ends after your conversation.

Well of Urdr Puzzle Solution: How to Unseal the Well

The Well of Urdr's puzzle revolves around redirecting the green light into two end points, located in the innermost circle of the puzzle area.

Adjust the five pedestals of the puzzle area in order to redirect the green light properly.

Below is a step-by-step breakdown of the Well of Urdr puzzle:

Head to pedestal 1.
Aim it towards the fixture on top of the puzzle area's entrance.
This will split the green light into two streams.
Head down to pedestal 5.
Reposition it across one of the end points.
Align pedestal 5 with the first end point.
Check the alignment by using the faint green light emanating from the pedestal as a guide.
Head to pedestal 2.
Aim it towards the repositioned pedestal 5.
Head to pedestal 3.
Aim it towards pedestal 4.
Head to pedestal 4.
Aim it towards the second end point.
The well should be unsealed after this step.
